The goal of the Municipal Government is to improve the quality of life of Rosarineans and preserve and maintain ecological balance for sustainable development.

Its objective:

  • To properly allocate and optimize utilization of municipal land resources based on physical population needs and legal considerations
  • To protect, conserve, rehabilitate forests and other protected/critical areas
  • To bring quality social services closer to the people
  • To improve accessibility to rural/urban areas and all functional areas
  • To promote orderliness, safety, good health and sanitation and wholesome environment
  • To have an efficient, effective and economical local governance

To minimize conversion of strategic agricultural areas to urban uses


To achieve its vision, Rosario will operationalize the following:

1. Employment

This requires the sustained development of human resources and the mobilization of savings from income generated by the urban and rural sectors and of the government developing and offering investment incentives in both rural and urban development projects.

2. Efficiency

The limited resources considered the need to maximize the efficiency of resources utilization and consequently resource productivity will be attained through the use of science and technology in all productive endeavors.

3. Sustainability       

Planning and implementation of development programs will be based on their relevance, adaptability, and sustainability to the conditions of the barangay and interventions will be undertaken.

4. Equity

To complement the development efforts at the barangay level, broader access to resources, employment opportunities, infrastructures, and government services must be provided.

5. Empowerment:

Institutionalizing development, there must be full participation and cooperation of the people in the barangay in undertaking, determining, implementing, directing, and maintaining plans and programs. This will be done by increasing their capabilities to participate in all community development efforts.

Parallel to these development strategies, the government and non-government institutions must relate and orient their barangay support programs complementary and/or supplementary to the barangay development plan.

With the very limited resources, the synergetic effects of vertical and horizontal integration and coordination of all development concerns certainly will provide accelerated and greater benefits to the people and the community.
